A MULTI-DAY EPISODE OF SEVERELY COLD WIND CHILLS IS EXPECTED.  
 
FRIGID ARCTIC AIR REMAINS FIRMLY ENTRENCHED OVER THE REGION.  
 
AIR TEMPERATURES DROPPING TO NEAR -40C TONIGHT COMBINED WITH BRISK  
NORTHWEST WINDS PRODUCE DANGEROUS WIND CHILL VALUES NEAR -55.  
CONDITIONS WILL IMPROVE BY MIDDAY TUESDAY.  
 
RISKS ARE GREATER FOR YOUNG CHILDREN, OLDER ADULTS, PEOPLE WITH  
CHRONIC ILLNESSES, PEOPLE WORKING OR EXERCISING OUTDOORS, AND THOSE  
WITHOUT PROPER SHELTER.
