* WINDS...WEST 10 TO 20 MPH WITH GUSTS UP TO 35 MPH.  
 
* IMPACTS...VISIBILITY WILL BE REDUCED IN MODERATE TO HEAVY SNOW  
AND HIGHER ELEVATION ROADWAYS MAY BE SNOWPACKED OR SLUSHY  
MAKING TRAVEL DIFFICULT.
