...SEVERE DROUGHT CONDITIONS ARE PRESENT IN RICHARDSON AND FAR  
SOUTHEAST PAWNEE COUNTIES...  
 
SYNOPSIS...  
WITH THE AUGUST 9TH ISSUANCE OF THE DROUGHT MONITOR, RICHARDSON  
COUNTY AND A SMALL PORTION OF SOUTHEAST PAWNEE COUNTY IS NOW IN  
SEVERE DROUGHT. THIS AREA INCLUDES THE TOWNS OF FALLS CITY,  
VERDON, AND RULO. THIS DROUGHT DESIGNATION IS THE RESULT OF A  
LONG- TERM PRECIPITATION DEFICIT FOR A PORTION OF THE COUNTIES.  
AWAY FROM RICHARDSON AND PAWNEE COUNTIES, AND SOUTHEAST NEBRASKA  
IN GENERAL, PRECIPITATION DEFICITS ARE MUCH LOWER AND MANY AREAS  
ARE IN A SURPLUS DUE TO ABOVE- NORMAL RAINS FOR MUCH OF THE  
SUMMER.  
 
SUMMARY OF IMPACTS...  
 
STATE AND LOCAL MITIGATION ACTIONS.  
NO KNOWN MITIGATION ACTIONS ARE IN PLACE.  
 
SOIL MOISTURE.  
THERE IS NO REAL-TIME SOIL MOISTURE DATA FOR THE AFFECTED AREA.  
THE FOLLOWING SOIL MOISTURE INFORMATION IS FOR ALL OF NEBRASKA.  
TOPSOIL MOISTURE SUPPLIES RATED 3 PERCENT VERY SHORT, 18 SHORT,  
72 ADEQUATE, AND 7 SURPLUS. SUBSOIL MOISTURE SUPPLIES RATED 3  
PERCENT VERY SHORT, 20 SHORT, 73 ADEQUATE, AND 4 SURPLUS.  
 
AGRICULTURAL IMPACTS.  
IN RICHARDSON COUNTY THE EXTENSION OFFICE HAS INDICATED THEY ARE  
ANTICIPATING LOWER THAN NORMAL YIELDS DUE TO THE LONG-TERM  
DRYNESS THAT HAS BEEN OBSERVED. ACROSS NEBRASKA THE CORN, SOYBEAN  
AND SORGHUM CROP IS GENERALLY CONSIDERED GOOD TO EXCELLENT.  
WINTER WHEAT HARVESTED IS NEAR AVERAGE. OATS HARVESTED IS AHEAD  
OF LAST YEAR. PASTURE AND RANGE CONDITIONS WERE RATED AS FAIR TO  
GOOD.  
 
WATER RESTRICTIONS.  
NO KNOWN WATER CONSERVATION PLANS OR RESTRICTIONS HAVE BEEN  
ENACTED IN THE LOCAL AREA.  
 
CLIMATE SUMMARY...  
OVER THE PAST 30 DAYS, PRECIPITATION IN THE AFFECTED AREA IS  
AROUND 1 TO 2 INCHES BELOW-NORMAL. WHEN LOOKING AT THE PAST 6  
MONTHS, PRECIPITATION DEFICITS ARE IN THE 6 TO 8 INCH RANGE.  
TEMPERATURES WERE NEAR-NORMAL FOR JULY.  
 
PRECIPITATION/TEMPERATURE OUTLOOK...  
OVER THE NEXT THREE MONTHS, THE AFFECTED AREA HAS AN INCREASED  
LIKELIHOOD OF BELOW-NORMAL PRECIPITATION AND ABOVE-NORMAL  
TEMPERATURES.  
 
HYDROLOGIC SUMMARY AND OUTLOOK...  
THE RIVER GUAGE ON THE BIG NEMAHA RIVER AT FALLS CITY INDICATES  
WELL BELOW NORMAL FLOW FOR THIS TIME OF YEAR. IRONICALLY THE GAUGE  
IN RULO, NE ON THE MISSOURI RIVER HAS BEEN NEAR- TO- ABOVE FLOOD  
STAGE SINCE THE END OF JUNE DUE TO HEAVY RAINS UPSTREAM. THESE TWO  
GAGES ARE ONLY 10 MILES APART BUT REPRESENT COMPLETELY DIFFERENT  
HYDROLOGIC CONDITIONS.  
 
THIS CURRENT AREA OF DROUGHT IS PART OF A MUCH BIGGER AND MORE  
SEVERE DROUGHT AREA WITHIN KANSAS AND NORTHERN MISSOURI. WITH  
LITTLE RAIN EXPECTED IN THE COMING DAYS, IT WILL BE POSSIBLE FOR  
THE SOUTHEAST NEBRASKA DROUGHT AREA TO EXPAND AND GET WORSE. THE  
NEXT CHANCE FOR PRECIPITATION IS MONDAY NIGHT.  
 
NEXT ISSUANCE DATE...  
THIS PRODUCT WILL BE UPDATED ON AUGUST 16TH OR SOONER IF  
NECESSARY IN RESPONSE TO SIGNIFICANT CHANGES IN CONDITIONS.
