UPPER-LEVEL WINDS SHOULD LIMIT DEVELOPMENT OF THIS SYSTEM WHILE IT  
DRIFTS NORTHWARD OR NORTHEASTWARD DURING THE NEXT FEW DAYS.  
REGARDLESS OF DEVELOPMENT, HEAVY RAINFALL IS POSSIBLE OVER PORTIONS
