SYNOPSIS...  
AS OF DECEMBER 5TH 2017, THE U.S. DROUGHT MONITOR INDICATES THAT  
DROUGHT CONDITIONS ARE DEVELOPING ACROSS PORTIONS OF THE REGION.  
 
D1 (MODERATE DROUGHT) CONDITIONS HAVE BEEN DESIGNATED FOR PORTIONS  
OF AUGUSTA AND NELSON COUNTIES IN VIRGINIA, ALONG WITH THE  
INDEPENDENT CITIES OF WAYNESBORO AND STAUNTON. D1 (MODERATE  
DROUGHT) CONDITIONS HAVE ALSO BEEN DESIGNATED IN THE DISTRICT OF  
COLUMBIA, AND IMMEDIATELY-ADJACENT PORTIONS OF VIRGINIA, AS WELL  
AS MUCH OF CENTRAL MARYLAND, INCLUDING THE ENTIRE BALTIMORE-  
WASHINGTON CORRIDOR. MOST OF THE REMAINDER OF THE AREA IS  
DESIGNATED AS D0 (ABNORMALLY DRY), EXCEPT FOR PORTIONS OF THE  
POTOMAC HIGHLANDS.  
 
SUMMARY OF IMPACTS...  
STATE AND LOCAL DECLARATIONS:  
A DROUGHT WATCH HAS BEEN DECLARED BY THE VIRGINIA DEPARTMENT OF  
ENVIRONMENTAL QUALITY (DEQ) FOR MOST OF NORTHERN VIRGINIA, EXCEPT  
FOR KING GEORGE COUNTY AND THE COUNTIES IN THE DC METRO AREA. NO  
OTHER STATE OR LOCAL DECLARATIONS ARE KNOWN AS OF THE TIME OF THIS  
STATEMENT.  
 
HYDROLOGIC IMPACTS:  
SOIL MOISTURE IS WELL BELOW NORMAL IN THE DC METRO AREA, GENERALLY  
BELOW THE 20TH PERCENTILE FOR THIS TIME OF YEAR, AND EVEN BELOW  
THE 10TH PERCENTILE JUST WEST OF DC.  
 
GROUNDWATER LEVELS TYPICALLY BOTTOM OUT FOR THE SEASON IN  
SEPTEMBER, BUT THIS YEAR HAVE CONTINUED TO FALL THROUGH OCTOBER  
AND NOVEMBER DUE TO THE DRY CONDITIONS. MANY MONITORING WELLS ARE  
NOW WELL BELOW NORMAL AND A FEW ARE AT THE LOWEST ON RECORD FOR  
THIS TIME OF YEAR.  
 
SOME MUNICIPALITIES IMPLEMENT VOLUNTARY OR MANDATORY WATER  
RESTRICTIONS WHEN STREAMFLOW LEVELS DROP. PLEASE CHECK TO SEE IF  
YOUR COMMUNITY IS INCLUDED IN THESE WATER RESTRICTIONS.  
 
CLIMATE SUMMARY...  
RECENT RAINFALL HAS BEEN PALTRY AT BEST. RAINFALL BETWEEN  
THANKSGIVING DAY AND DECEMBER 7TH HAS BEEN LESS THAN A HALF INCH  
ACROSS THE ENTIRE SERVICE AREA. NORMAL DURING THIS TIME SHOULD BE  
BETWEEN ONE AND TWO INCHES.  
 
THE RAINFALL DEFICITS ARE MOST PROMINENT SINCE SEPTEMBER, WITH  
MOST AREAS RUNNING 2 TO 7 INCHES BELOW NORMAL JUST FOR THAT THREE  
MONTH TIMEFRAME.  
 
PRECIPITATION/TEMPERATURE OUTLOOK...  
NO RELIEF IS IN SIGHT. PRECIPITATION (FROZEN OR LIQUID) THROUGH  
DECEMBER 15TH IS ALMOST ZERO AREAWIDE, AND IF BY SOME CHANCE  
SOMETHING DOES OCCUR, IT WILL BE LIGHT. TEMPERATURES ARE EXPECTED  
TO BE BELOW TO MUCH BELOW NORMAL THROUGH DECEMBER 15TH. THE  
OUTLOOK FOR THE REST OF DECEMBER ALSO FAVORS BELOW NORMAL  
TEMPERATURES AND PRECIPITATION.  
 
HYDROLOGIC SUMMARY AND OUTLOOK...  
STREAMFLOW IS BELOW NORMAL AREAWIDE AND MUCH BELOW NORMAL IN MANY  
SPOTS, AS OF DECEMBER 7TH. GIVEN THE PRECIPITATION OUTLOOK NOTED  
ABOVE, THIS IS EXPECTED TO CONTINUE THROUGH THE REMAINDER OF THE  
MONTH.  
 
NEXT ISSUANCE DATE...  
THE NEXT SCHEDULED ISSUANCE OF THIS PRODUCT WILL BE THURSDAY,  
DECEMBER 28TH, UNLESS CONDITIONS SIGNIFICANTLY CHANGE BETWEEN NOW
