..TROPICAL DEPRESSION PHANFONE SOUTH OF YAP
 
 
TROPICAL DEPRESSION PHANFONE (30W) IS CENTERED SOUTH OF YAP NEAR  
7N139E THIS MORNING. THIS IS ABOUT 175 MILES SOUTH OF YAP AND 280  
MILES EAST OF KOROR PALAU. PHANFONE IS EXPECTED TO GRADUALLY MOVE  
WEST-NORTHWESTWARD THIS AFTERNOON THROUGH MONDAY...PASSING NEAR  
KAYANGEL IN PALAU TONIGHT AND MONDAY MORNING. PHANFONE COULD BECOME A  
WEAK TROPICAL STORM THIS EVENING BUT NO SIGNIFICANT STRENGTHENING IS  
EXPECTED UNTIL IT HAS MOVED NORTHWEST OF KOROR AND YAP INTO THE  
PHILIPPINE SEA.  
 
A TIGHTENING PRESSURE GRADIENT BETWEEN PHANFONE AND THE SUB-TROPICAL  
RIDGE SOUTH OF JAPAN WILL MAINTAIN FRESH TO STRONG WINDS ACROSS THE  
REPUBLIC OF PALAU THROUGH TONIGHT...AND ACROSS WESTERN YAP STATE  
THROUGH EARLY THIS EVENING. THEN TRADE WINDS ACROSS NORTHWESTERN YAP  
STATE WILL INCREASE FURTHER THIS EVENING. SINCE THE ISLANDS OF  
KAYANGEL IN PALAU AND NGULU IN YAP STATE ARE UNDER A TROPICAL STORM  
WATCH...SEE THE LOCAL STATEMENT UNDER WMO HEADER WTPQ81 PGUM FOR MORE  
DETAILS ON THEIR FORECAST AND SURF CONDITIONS.  
 
FOR YAP...ULITHI AND FAIS IN YAP STATE...  
 
NORTHEAST TO EAST-NORTHEAST WINDS OF 25 TO 30 MPH WILL SHIFT TO THE  
EAST THEN SOUTHEAST...AND INCREASE TO BETWEEN 35 AND 40 MPH WITH  
GUSTS TO 50 MPH IN HEAVIER SHOWERS THIS EVENING. SOUTHEAST WINDS  
SHOULD GRADUALLY DECREASE MONDAY AND MONDAY NIGHT. NUMEROUS HEAVY  
SHOWERS AND ISOLATED THUNDERSTORMS WILL CONTINUE THROUGH THIS EVENING  
BEFORE DECREASING TO SCATTERED AFTER MIDNIGHT. NEARLY 3.5 INCHES OF  
RAIN HAS FALLEN UPON YAP INTERNATIONAL AIRPORT FOR THE PAST 12 HOURS.  
ADDITIONAL RAINFALL OF 1 TO 3 INCHES ARE PROBABLE ACROSS ALL THREE  
LOCATIONS BY MONDAY MORNING.  
 
NEAR-GALE TO GALE FORCE WINDS AND ROUGH SEAS WILL CREATE DANGEROUS  
CONDITIONS FOR SMALL BOATS BOTH INSIDE LAGOONS AND IN THE OPEN OCEAN.  
THEREFORE INTER-ISLAND TRAVEL IN SMALL BOATS SHOULD BE POSTPONED  
UNTIL LATER THIS WEEK. RESIDENTS SHOULD PUT SMALL ITEMS INDOORS...  
TAKE DOWN CANOPIES AND BE CAUTIOUS WHEN DRIVING ALONG COASTAL ROADS  
DUE TO STRONGER WINDS. AS SOIL BECOMES MORE SATURATED...THE CHANCE OF  
MUDSLIDES WILL GRADUALLY INCREASE THROUGH MONDAY AFTERNOON. RESIDENTS  
LIVING IN VALLEYS AND NEXT TO SLOPS NEED TO PAY CLOSE ATTENTION TO  
THEIR SURROUNDINGS.  
 
HAZARDOUS SURF OF 12 TO 14 FEET ALONG NORTH AND EAST FACING SHORES OF  
ULITHI AND FAIS WILL REACH DANGEROUS LEVELS OF 13 TO 15 FEET THIS  
EVENING. STAY AWAY FROM NORTH AND EAST FACING REEFS AND EXPOSED  
SHORES. HUGE POUNDING WAVES CAN KNOCK YOU UNCONSCIOUS AND CAUSE YOU  
TO DROWN. RIP CURRENTS WILL BE DEADLY.  
 
FOR KOROR PALAU...  
 
NORTH TO NORTHEAST WINDS OF 15 TO 25 MPH WILL SHIFT TO NORTHWEST...  
AND INCREASE TO BETWEEN 20 AND 30 MPH WITH GUSTS TO NEAR 40 MPH IN  
HEAVIER SHOWERS THIS EVENING. WINDS SHOULD SHIFT TO THE WEST THEN  
SOUTHWEST AND GRADUALLY DECREASE MONDAY. SCATTERED SHOWERS AND A FEW  
THUNDERSTORMS ARE EXPECTED TONIGHT AND UP TO AN INCH OF RAIN IS  
POSSIBLE BY MONDAY AFTERNOON.  
 
STRONG TO NEAR-GALE FORCE WINDS AND ROUGH SEAS WILL CREATE DANGEROUS
