INDICATED HEAVY RAIN ACROSS THE WARNED AREA. UP TO THREE INCHES OF  
RAIN HAS ALREADY FALLEN SINCE LATE TUESDAY EVENING. THE FLASH  
FLOODING THREAT IS EXPECTED TO CONTINUE THIS MORNING AND LONGER TERM  
FLOODING ISSUES MAY DEVELOP ON CREEKS AND RIVERS AS RUNOFF CONTINUES.
