WIND CHILL VALUES BETWEEN -38 AND -48.

ADDITIONAL INFORMATION:  
AN ARCTIC AIRMASS WITH LIGHT TO MODERATE WINDS IS CURRENTLY  
AFFECTING THE PROVINCE OF QUEBEC AND WILL PERSIST UNTIL TOMORROW.  
MAXIMUM TEMPERATURES WILL REMAIN BELOW -20 DEGREES CELSIUS, WHILE  
OVERNIGHT TEMPERATURES WILL REMAIN BELOW -30 DEGREES CELSIUS.  
 
EXTREME COLD PUTS EVERYONE AT RISK.  
 
DRESS WARMLY. DRESS IN LAYERS THAT YOU CAN REMOVE IF YOU GET TOO  
WARM. THE OUTER LAYER SHOULD BE WIND RESISTANT.  
 
COVER UP. FROSTBITE CAN DEVELOP WITHIN MINUTES ON EXPOSED SKIN,  
ESPECIALLY WITH WIND CHILL.  
 
OUTDOOR WORKERS SHOULD TAKE REGULARLY SCHEDULED BREAKS TO WARM UP.
