==DISCUSSION==  
 
POOR VISIBILITY IN SNOW AND BLOWING SNOW IS EXPECTED OR OCCURRING IN  
SOME LOCATIONS.  
 
BLOWING SNOW ADVISORY FOR PARTS OF THE RED RIVER VALLEY THIS  
AFTERNOON.  
 
STRONG SOUTHERLY WINDS GUSTING UP TO 60 KM/H, COMBINED WITH FALLING  
SNOW WILL REDUCE VISIBILITY IN BLOWING SNOW THIS AFTERNOON. WEST TO  
EAST RUNNING ROADWAYS WILL PARTICULARLY BE VULNERABLE IN THE  
SOUTHERLY WINDS.  
 
CONDITIONS WILL IMPROVE THIS EVENING AS WINDS DIMINISH.  
 
TRAVEL IS EXPECTED TO BE HAZARDOUS DUE TO REDUCED VISIBILITY IN SOME  
LOCATIONS. CONSIDER POSTPONING NON-ESSENTIAL TRAVEL UNTIL CONDITIONS  
IMPROVE.  
 
BLOWING SNOW ADVISORIES ARE ISSUED WHEN WINDS ARE EXPECTED TO CREATE  
BLOWING SNOW GIVING POOR VISIBILITY TO 800 METRES OR LESS FOR AT  
LEAST 3 HOURS.
