DESCRIPTION: WIND CHILL INDEX OF MINUS 25 OR COLDER  
VALID: 21/0400Z TO 21/1400Z (21/0000 AST TO 21/1000 AST)  
 
COMMENTS: STRONG NORTHWESTERLY WIND GUSTS NEAR 25 KNOTS ARE EXPECTED  
TO CONTINUE IN THE WAKE OF THE DEPARTING LOW. THESE WINDS HAVE  
POTENTIAL TO CAUSE AREAS OF BLOWING SNOW, ESPECIALLY OVER HIGHER  
TERRAIN. WINDS ARE EXPECTED TO GRADUALLY DIMINISH AFTER MIDNIGHT AS  
THE SYSTEM MOVES FURTHER NORTH.  
 
COLD AIR DESCENDING UPON THE REGION IN THE WAKE OF THIS LOW WILL  
GIVE WIND CHILL VALUES NEAR MINUS 30 BEGINNING NEAR MIDNIGHT AND  
ENDING TUESDAY MORNING. COLD WIND CHILLS WILL RETURN AGAIN TUESDAY  
NIGHT, AND SUBSEQUENT BULLETIN WILL LIKELY BE ISSUED FOR THAT PERIOD.

EXPOSED SKIN AREAS CAN FREEZE IN 10 TO 30 MINUTES.  
-40 TO -47: HIGH RISK OF FROSTBITE.  
EXPOSED SKIN AREAS CAN FREEZE IN 5 TO 10 MINUTES.  
-48 TO -54: VERY HIGH RISK OF FROSTBITE.  
EXPOSED SKIN AREAS CAN FREEZE IN 2 TO 5 MINUTES.
