..FINAL DROUGHT STATEMENT FOR THE SEASON
 
 
.SYNOPSIS:  
 
THE EXTREME DROUGHT HAS IMPROVED OVER FAR NORTHERN MINNESOTA, WITH  
EASTERN LAKE AND MUCH OF COOK COUNTY STILL AFFECTED BY THE EXTREME  
DROUGHT CONDITIONS. SEVERE DROUGHT CONTINUES ALONG AND NORTH OF  
HIGHWAY 2 IN MINNESOTA, AND ALONG AND NORTH OF HIGHWAY 2 FROM  
BAYFIELD EAST TO IRON COUNTY, WISCONSIN. ABNORMALLY DRY TO  
MODERATE DROUGHT CONDITIONS PERSIST ELSEWHERE.  
 
.SUMMARY OF IMPACTS:  
 
STATE AND LOCAL ACTIONS: STATE AND LOCAL WILDLAND FIRE MONITORING  
AGENCIES CONTINUE TO MONITOR FOR ELEVATED FIRE DANGER.  
 
RIVER AND STREAMFLOW IMPACTS: ACCORDING TO THE MINNESOTA DNR,  
AND USGS LOW TO MINIMUM FLOWS ARE OCCURRING AT MANY RIVER GAUGES  
IN NORTHEAST MINNESOTA. RIVER FLOWS IN THE UPPER MISSISSIPPI BASIN  
HAVE IMPROVED TO NORMAL. WISCONSIN RIVER FLOWS ARE NORMAL, WITH  
THE CHIPPEWA RIVER AT WINTER BELOW NORMAL.  
 
.CLIMATE SUMMARY:  
 
TEMPERATURES HAVE BEEN ABOVE NORMAL THROUGH THE FALL MONTHS.  
PRECIPITATION HAS IMPROVED SOMEWHAT THIS FALL, WITH THE EXCEPTION  
BEING IN THE EXTREME DROUGHT AREA, WHICH REMAINS WELL BELOW  
NORMAL.  
 
.PRECIPITATION/TEMPERATURE OUTLOOKS:  
 
THE CPC IS FORECASTING ABOVE NORMAL TEMPERATURES THROUGH THE FIRST  
PART OF DECEMBER. PRECIPITATION CHANCES BEGIN NEAR TO SLIGHTLY  
BELOW NORMAL IN DECEMBER, IMPROVING TO NEAR NORMAL TO ABOVE  
NORMAL. FOR THE MIDDLE OF DECEMBER, TEMPERATURES ARE TRENDING  
BELOW NORMAL, WITH ABOVE NORMAL PRECIPITATION. THE REST OF  
DECEMBER THROUGH FEBRUARY FINDS NEAR NORMAL TO TO ABOVE NORMAL  
TEMPERATURES. PRECIPITATION IS FORECAST FROM NEAR NORMAL TO ABOVE  
NORMAL.  
 
.HYDROLOGIC SUMMARY AND OUTLOOK:  
 
WATER LEVELS ARE EXPECTED TO REMAIN STABLE AS WE HEAD INTO THE  
WINTER SEASON.  
 
.LOCAL DROUGHT OUTLOOK:  
 
DROUGHT CONDITIONS ARE LIKELY TO REMAIN BUT IMPROVE FOR MOST  
AREAS PER CPC FORECASTS.
