ACROSS THE WEST...  
 
...A MAJOR WINTER STORM DEVELOPS FOR THE GREAT LAKES AND  
NORTHEAST...  
 
COASTAL AND LOWER ELEVATION RAIN, ALONG WITH HEAVY MOUNTAIN SNOW,  
IS FORECAST TO CONTINUE ACROSS MUCH OF THE WESTERN STATES AS  
MULTIPLE FRONTS MOVE ONSHORE THROUGH THE END OF THE WEEK.  
CONDITIONS WILL BE FAVORABLE FOR HEAVY RAIN ALONG THE CENTRAL AND  
SOUTHERN CALIFORNIAN COAST WHICH WILL MAINTAIN AN ELEVATED RISK  
FOR FLASH FLOODING, AND POSSIBLY DEBRIS FLOWS NEAR RECENT WILDFIRE  
BURN SCARS. A SLIGHT RISK FOR EXCESSIVE RAINFALL IS IN EFFECT FOR  
THESE AREAS THROUGH THURSDAY MORNING WITH AN INCREASING THREAT FOR  
SOUTHERN CALIFORNIA THROUGH FRIDAY MORNING. A MODERATE RISK IS IN  
EFFECT THROUGH FRIDAY MORNING FOR MUCH OF THE AREA FROM SANTA  
BARBARA TO SAN DIEGO. GIVEN THE PRESENCE OF BELOW NORMAL  
TEMPERATURES ACROSS THIS REGION ALREADY, SNOW LEVELS REMAIN LOW  
WITH ACCUMULATING SNOWFALL LIKELY JUST ABOVE SEA LEVEL FOR WESTERN  
WASHINGTON AND OREGON. THE MOST SIGNIFICANT SNOWFALL IS EXPECTED  
ACROSS THE HIGHER TERRAIN OF THE OREGON CASCADES, SIERRA NEVADA,  
AND SISKIYOU MOUNTAINS, WHERE 1 TO 3 FEET OF SNOW IS LIKELY  
THROUGH THE MIDDLE OF THE WEEK.  
 
A WINTER STORM IS CURRENTLY SPREADING MODERATE TO HEAVY SNOW  
ACROSS THE THE UPPER MIDWEST AND GREAT LAKES REGION, A WINTRY MIX  
ACROSS THE NORTHERN MID-ATLANTIC AND NORTHEAST, AND MODERATE TO  
HEAVY RAIN TO THE EASTERN OHIO/TENNESSEE VALLEY AND THE  
APPALACHIAN REGION. FLASH FLOODING MAY DEVELOP, ESPECIALLY FOR  
FLOOD PRONE AREAS OF THE SOUTHERN APPALACHIANS WITH RAINFALL  
TOTALS IN EXCESS OF AN INCH. A BROAD MARGINAL RISK IS IN EFFECT  
WITH A SMALLER AREA OF SLIGHT RISK FOR EXCESSIVE RAINFALL ALONG  
THE TENNESSEE AND NORTH CAROLINA BORDER. THIS SYSTEM WILL CONTINUE  
TO PASS THROUGH THE EAST THROUGH MIDWEEK.  
 
ANOTHER WINTER STORM SYSTEM WILL DEVELOP OVER THE CENTRAL U.S. AND  
BRING ANOTHER ROUND OF WIDESPREAD WINTER PRECIPITATION AND  
HAZARDOUS IMPACTS TO MUCH OF THE UPPER MIDWEST, GREAT LAKES AND  
NORTHEAST REGIONS THURSDAY AND BEYOND.
