MIDWEST...  
 
...THERE IS A SLIGHT RISK OF EXCESSIVE RAINFALL OVER PARTS OF  
SOUTHERN APPALACHIANS...  
 
...LIGHT TO MODERATE SNOW AND AREAS OF RAIN/FREEZING RAIN OVER THE  
MIDWEST...  
 
THE WINTER STORM OVER THE MIDWEST WILL SLOWLY START WINDING DOWN.  
BLIZZARD WARNINGS WILL BE ENDING LATER TUESDAY EVENING.  
FURTHERMORE, THE STORM WILL ALSO PRODUCE AREAS OF LIGHT TO  
MODERATE SNOW OVER PARTS OF THE NORTHERN/CENTRAL PLAINS AND MIDDLE  
MISSISSIPPI VALLEY OVERNIGHT TUESDAY INTO WEDNESDAY MORNING. IN  
ADDITION, AN AREA OF RAIN/FREEZING RAIN WILL DEVELOP OVER PARTS OF  
THE NORTHERN PLAINS INTO THE UPPER MISSISSIPPI VALLEY.  
 
MOREOVER, RAIN WILL EXTEND FROM THE SOUTHEAST NORTHWARD INTO THE  
OHIO VALLEY/GREAT LAKES WITH EMBEDDED THUNDERSTORMS OVER PARTS OF  
THE SOUTHEAST. MOISTURE WILL FLOW OFF THE ATLANTIC AND CREATE  
AREAS OF HEAVY RAIN OVER PARTS OF THE SOUTHERN APPALACHIANS.  
THEREFORE, THE WPC HAS ISSUED A SLIGHT RISK OF EXCESSIVE RAINFALL  
OVER PARTS OF THE SOUTHERN APPALACHIANS THROUGH WEDNESDAY MORNING.  
THE ASSOCIATED HEAVY RAIN WILL CREATE MAINLY LOCALIZED AREAS OF  
FLASH FLOODING, WITH URBAN AREAS, ROADS, AND SMALL STREAMS THE  
MOST VULNERABLE.  
 
ON WEDNESDAY, THE STORM WILL CONTINUE TO WIND DOWN OVER THE  
MIDWEST AS LIGHT SNOW CONTINUES OVER PARTS OF THE MIDWEST,  
WEDNESDAY EVENING INTO THURSDAY. IN ADDITION, THE AREAS OF  
RAIN/FREEZING RAIN WILL END OVER THE NORTHERN PLAINS/UPPER  
MISSISSIPPI VALLEY ON WEDNESDAY. FURTHER, THE THREAT OF EXCESSIVE  
RAINFALL DECREASES SLIGHTLY, WITH AN AREA OF MARGINAL RISK OVER  
PARTS OF THE NORTHERN MID-ATLANTIC WEDNESDAY INTO THURSDAY  
MORNING. LIKEWISE, THE RAIN FROM THE GREAT LAKES TO THE SOUTHEAST  
MOVES EASTWARD TO THE MID-ATLANTIC AND NORTHEAST. LIGHT SNOW WILL  
DEVELOP OVER PARTS OF NORTHERN MAINE, WITH A FEW POCKETS OF  
RAIN/FREEZING RAIN OVERNIGHT WEDNESDAY. RAIN WILL CONTINUE OVER  
THE MID-ATLANTIC/NORTHEAST ON THURSDAY. SCATTERED RAIN WILL  
DEVELOP OVER PARTS OF THE MIDWEST, INCLUDING ON THURSDAY.  
 
MEANWHILE, A FRONT OVER THE EASTERN PACIFIC MOVES ONSHORE OVER THE  
PACIFIC NORTHWEST LATER ON WEDNESDAY, SLOWLY DISSIPATING BY  
THURSDAY. THE SYSTEM WILL PRODUCE RAIN AND HIGHEST ELEVATION SNOW  
OVER THE PACIFIC NORTHWEST AND CALIFORNIA THROUGH THURSDAY EVENING.
