THIS LOCAL STATEMENT PROVIDES IMPORTANT INFORMATION AND  
RECOMMENDED ACTIONS FOR PEOPLE IN GUAM AND THE NORTHERN MARIANAS.  
   
WATCHES/WARNINGS
 
 
TROPICAL STORM WATCHES HAVE BEEN CANCELLED FOR THE MARIANAS.  
DAMAGING WINDS OF 39 MPH OR MORE ARE NO LONGER EXPECTED.  
 
A FLOOD WATCH REMAINS IN EFFECT FOR ALL OF GUAM AND THE NORTHERN  
MARIANAS. PLEASE LISTEN CLOSELY FOR ANY FLOOD WARNINGS THAT MIGHT  
BE IN EFFECT FOR YOUR AREA.

AT 1 PM CHST...THE CENTER OF TROPICAL DEPRESSION BEBINCA (14W) WAS  
LOCATED NEAR LATITUDE 14.1N...LONGITUDE 142.0E. THIS WAS ABOUT  
190 MILES WEST-NORTHWEST OF GUAM. STORM MOTION WAS WNW,  
285 DEGREES, AT 21 MPH. STORM INTENSITY WAS 35 MPH.  
   
SITUATION OVERVIEW
 
 
BEBINCA CONTINUES TO MOVE AWAY INTO THE PHILIPPINE SEA. WHILE  
DAMAGING WINDS ARE NO LONGER EXPECTED IN THE MARIANAS, STRONG  
SOUTHERLY WINDS WILL CONTINUE TO PUSH GUSTY SHOWERS OVER THE  
MARIANAS THE NEXT DAY OR TWO.

ALTHOUGH TROPICAL STORM WARNINGS HAVE BEEN CANCELLED AND DAMAGING  
WINDS EXCEEDING 39 MPH ARE NO LONGER EXPECTED, STRONG GUSTS AND  
HEAVY RAINS ARE STILL EXPECTED TO AFFECT THE REGION THROUGH  
THURSDAY. EXERCISE CAUTION WHEN DRIVING, AND AVOID DRIVING THROUGH

HEAVY SHOWERS AND GUSTY WINDS ARE STILL EXPECTED THE NEXT COUPLE OF  
DAYS, EVEN AS BEBINCA MOVES AWAY FROM THE MARIANAS. FLOODING WILL  
MAKE TRAVEL DIFFICULT, SO AVOID FLOODED ROADS AND HEED ANY ROAD  
CLOSURES. GUSTY WINDS CAN STILL BLOW LOOSE OBJECTS SUCH AS TRASH  
CANS OR OUTDOOR DECORATIONS.

SOUTHEAST TO SOUTH WINDS OF 25 TO 30 MPH, WITH GUSTS TO 40 MPH, WILL  
CONTINUE INTO TONIGHT BEFORE DECREASING TO 20 TO 25 MPH THURSDAY.  
   
..COASTAL INUNDATION AND SURF INFORMATION
 
 
ANY ADDITIONAL COASTAL INUNDATION WILL BE MINIMAL AND LIMITED TO  
THE HIGH TIDE CYCLE AND ALONG WINDWARD SHORELINES. HAZARDOUS SURF OF  
8 TO 10 FEET WILL CONTINUE THE NEXT DAY OR SO.  
   
..INLAND FLOODING
 
 
A FLOOD WATCH REMAINS IN EFFECT FOR THE ENTIRE AREA. PERIODS OF  
HEAVY SHOWERS ARE EXPECTED THE NEXT COUPLE OF DAYS IN THE WET  
SOUTHERLY FLOW AND COULD LEAD TO FLOODING. AN ADDITIONAL 4 TO 6  
INCHES OF RAIN IS POSSIBLE THROUGH FRIDAY NIGHT.
