NATIONAL WEATHER SERVICE MILWAUKEE/SULLIVAN WI

...DROUGHT CONDITIONS CONTINUE AS IS FOR SOUTHERN AND SOUTHEAST  
WISCONSIN...  
 
.SYNOPSIS:  
THE OCTOBER 19TH DROUGHT MONITOR SHOWS THAT GENERALLY CONDITIONS  
ACROSS SOUTHERN WISCONSIN REMAIN UNCHANGED. THERE REMAINS SEVERE  
DROUGHT (D2) ACROSS KENOSHA COUNTY, EASTERN RACINE COUNTY AND FAR  
SOUTHEASTERN WALWORTH COUNTY AS THE AREA IS NOW OUT OF EXTREME  
DROUGHT (D3). MODERATE DROUGHT (D1) CONTINUES ACROSS FAR SOUTHERN  
WISCONSIN PRIMARILY ALONG THE WI/IL BORDER, AS WELL AS SOUTHERN  
LAFAYETTE, GREEN, WAUKESHA AND MILWAUKEE COUNTIES, MUCH OF ROCK  
AND WALWORTH COUNTIES, NORTHERN DANE COUNTY, SOUTHERN COLUMBIA  
COUNTY, WESTERN RACINE COUNTY, AND VERY SMALL PARTS OF SAUK,  
DODGE, AND JEFFERSON COUNTIES. THE ABNORMALLY DRY (D0) AREAS HAVE  
MOSTLY REMAINED INCLUDING MOST OF SAUK AND IOWA COUNTIES,  
NORTHERN COLUMBIA COUNTY, SOUTHWEST PARTS OF DODGE AND WASHINGTON  
COUNTIES, NORTHERN LAFAYETTE, GREEN, ROCK, WAUKESHA AND MILWAUKEE  
COUNTIES, AS WELL AS SOUTHERN DANE COUNTY AND MUCH OF JEFFERSON  
COUNTY.  
 
.PRECIPITATION:  
PRECIPITATION IN THE WEEK ENDING ON OCT 19TH WAS 0.05 TO 0.5  
INCHES IN THE MODERATE TO SEVERE DROUGHT AREAS. THIS WAS  
APPROXIMATELY 10% TO 75% OF NORMAL FOR THESE AREAS FOR THE WEEK.  
AREAS FURTHER NORTH AND NORTHEAST RECEIVED LESS, CLOSER TO 5% OF  
NORMAL THOUGH THESE AREAS ARE NOT MUCH OF A DROUGHT CONCERN. SINCE  
THE BEGINNING OF SEPTEMBER PARTS OF THE REGION REMAIN BELOW NORMAL  
WITH A DECENT PORTION OF THE REGION REMAINING RIGHT AROUND NORMAL.  
IN ADDITION, 90 DAY PRECIPITATION REMAINS SIMILAR WITH MUCH OF  
THE AREA JUST BELOW OR ABOVE NORMAL WITH SOME SPOTS TO THE SOUTH  
HAVING A BIT HIGHER DEFICIT. OUR LONGER TERM DEFICITS (SINCE MARCH  
1ST) ARE A BIT HIGHER BEING 6 TO 15 INCHES BELOW NORMAL FOR MUCH  
OF SOUTHERN WISCONSIN.  
 
HYDROLOGIC CONDITIONS:  
28 DAY STREAMFLOW FOR SOME LOCATIONS ACROSS FAR SOUTHEAST  
WISCONSIN ARE IN THE 10-24TH PERCENTILE. MUCH OF SOUTHERN  
WISCONSIN IS IN THE 25-75TH PERCENTILE, WHICH IS THE NORMAL RANGE.  
THERE ARE A FEW SPOTS THAT ARE BELOW NORMAL ELSEWHERE BUT  
GENERALLY STREAMFLOWS REMAIN NORMAL OR CLOSE TO NORMAL.  
 
.SUMMARY OF IMPACTS:  
AS OF OCT 19TH IN SOUTH-CENTRAL WISCONSIN 4% OF TOPSOIL IS RATED  
VERY SHORT, 18% IS RATED AS SHORT, AND 77% IS RATED AS ADEQUATE.  
IN SOUTHEAST WISCONSIN 2% OF TOPSOIL IS RATED VERY SHORT, 17%  
SHORT, AND 79% ADEQUATE. IN SOUTH-CENTRAL WISCONSIN 20% OF SUBSOIL  
MOISTURE IS RATED VERY SHORT, 17% SHORT AND 62% ADEQUATE. IN  
SOUTHEAST WISCONSIN 4% OF SUBSOIL MOISTURE IS RATED VERY SHORT,19%  
SHORT, AND 75% ADEQUATE.  
 
.DROUGHT MITIGATION ACTIONS: NONE REPORTED.  
 
.LOCAL DROUGHT OUTLOOK:  
THE PRECIPITATION OUTLOOK IS LOOKING A BIT WETTER IN THE NEAR TERM  
AS EARLY NEXT WEEK COULD FEATURE INCREASED PRECIPITATION CHANCES  
IN ADDITION TO THE 6 TO 10 CPC OUTLOOK SUGGESTING WETTER CONDITION  
BEING MORE FAVORABLE. THE 8 TO 14 DAY OUTLOOK IS MORE UNCERTAIN  
WITH NEITHER WETTER OR DRIER CONDITIONS BEING CONSIDERED MORE  
FAVORABLE. THE 3 TO 4 WEEK OUTLOOK CONTINUES TO LOOK UNCERTAIN AT  
THIS POINT WITH EQUAL CHANCES FOR ABOVE OR BELOW NORMAL  
PRECIPITATION. MEANWHILE THE NEW 1 (NOVEMBER) AND 3 (NOV-DEC-JAN)  
MONTH OUTLOOKS SUGGEST FAVORABILITY TOWARDS WETTER CONDITIONS.

THE NEXT OUTLOOK WILL BE ISSUED OCT 28ST AFTER THE RELEASE OF THE
