SHIFTING EASTWARD ON SUNDAY. THE HEAVIEST SNOW IS EXPECTED IN THE  
SOUTHERN BLACK HILLS AND ALONG THE NEBRASKA BORDER. AS WINDS  
INCREASE SUNDAY, BLOWING SNOW WILL DEVELOP ACROSS SOUTH CENTRAL
