ARE EXPECTED TO INCREASE TO NEAR GALE BY SUNRISE TUESDAY, WITH  
GUSTS OF GALE FORCE LIKELY. THEREFORE, A GALE WATCH IS IN EFFECT  
ON TUESDAY. SEAS INCREASE FROM MODERATE TO VERY ROUGH THROUGH
