* WHAT...FLASH FLOODING CAUSED BY EXCESSIVE RAINFALL IS POSSIBLE.  
 
* WHERE...PORTIONS OF ILLINOIS, INCLUDING THE FOLLOWING AREAS,  
HANCOCK, HENDERSON, MCDONOUGH, MERCER, ROCK ISLAND AND WARREN,  
IOWA, INCLUDING THE FOLLOWING AREAS, CEDAR, DES MOINES, HENRY IA,  
IOWA, JEFFERSON, JOHNSON, KEOKUK, LEE, LOUISA, MUSCATINE, SCOTT,  
VAN BUREN AND WASHINGTON, AND NORTHEAST MISSOURI, INCLUDING THE  
FOLLOWING AREAS, CLARK AND SCOTLAND.

* IMPACTS...EXCESSIVE RUNOFF MAY RESULT IN FLASH FLOODING OF RIVERS,  
CREEKS, STREAMS, AND OTHER LOW-LYING AND FLOOD-PRONE LOCATIONS.  
CREEKS AND STREAMS MAY RISE OUT OF THEIR BANKS.  
 
* ADDITIONAL DETAILS...  
- HEAVY RAINFALL OVER THE PAST SEVERAL DAYS HAS LED TO  
SATURATED SOILS ACROSS THE AREA. ADDITIONAL ROUNDS OF SHOWERS  
AND THUNDERSTORMS ARE EXPECTED TONIGHT INTO THURSDAY MORNING,  
WHICH COULD PRODUCE AN ADDITIONAL 1 TO 3 INCHES OF RAIN AND  
LEAD TO LOCALIZED FLASH FLOODING.
