HURRICANE FRANCINE CONTINUES TO APPROACH THE LOUISIANA COASTLINE. FRANCINE IS EXPECTED  
TO MAKE LANDFALL LATER THIS AFTERNOON AND PROGRESS NORTHWARD INTO SOUTH-CENTRAL  
MISSISSIPPI TONIGHT INTO THURSDAY MORNING. HEAVY RAINFALL OF 4 TO 6 INCHES LOCALLY  
HIGHER, TORNADOES, COASTAL FLOODING OF UP TO 2 TO 4 FEET AND GUSTY WINDS IN EXCESS  
OF TROPICAL STORM FORCE WILL BE EXPECTED MAINLY TONIGHT INTO THURSDAY MORNING. NOW  
IS THE TIME TO MAKE FINAL PREPARATIONS AND ENSURE THAT YOU HAVE MULTIPLE WAYS TO  
RECEIVE WARNINGS OVERNIGHT.  
 
POTENTIAL IMPACTS

* TORNADOES:  
PROTECT AGAINST A DANGEROUS TORNADO EVENT HAVING POSSIBLE SIGNIFICANT  
IMPACTS ACROSS SOUTHWESTERN AND SOUTH CENTRAL ALABAMA AND THE  
NORTHWESTERN FLORIDA PANHANDLE. POTENTIAL IMPACTS INCLUDE:  
- THE OCCURRENCE OF SCATTERED TORNADOES CAN HINDER THE EXECUTION  
OF EMERGENCY PLANS DURING TROPICAL EVENTS.  
- SEVERAL PLACES MAY EXPERIENCE TORNADO DAMAGE WITH A FEW SPOTS  
OF CONSIDERABLE DAMAGE, POWER LOSS, AND COMMUNICATIONS FAILURES.  
- LOCATIONS COULD REALIZE ROOFS TORN OFF FRAME HOUSES, MOBILE  
HOMES DEMOLISHED, BOXCARS OVERTURNED, LARGE TREES SNAPPED OR  
UPROOTED, VEHICLES TUMBLED, AND SMALL BOATS TOSSED ABOUT.  
DANGEROUS PROJECTILES CAN ADD TO THE TOLL.  
 
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS  
ACROSS SOUTHEASTERN MISSISSIPPI.  
 
* OTHER COASTAL HAZARDS:  
COASTAL FLOODING OF 2 TO 4 FEET ABOVE NORMALLY DRY GROUND COULD OCCUR ACROSS  
SECTIONS OF MOBILE BAY, AND A COASTAL FLOOD WARNING IS IN EFFECT. AT AROUND  
3 FEET INUNDATION, MUCH OF THE US 90/98 CAUSEWAY (BOTH LANES), FROM JUST WEST  
OF BATTLESHIP PARK THROUGH THE I-10 INTERCHANGE AREA, ALL THE WAY EAST TO NEAR  
MAYER PARK IS FLOODED AND CLOSED TO TRAFFIC WITH SEVERAL FEET OF WATER  
ON THE LANES IN SOME LOCATIONS. SOME SHORELINE AREAS AND SHORELINE  
STREETS TO THE EAST OF WATER STREET BEGIN TO FLOOD. PORTIONS OF  
CONCEPTION STREET NEAR THREE MILE CREEK AND PARTS OF TELEGRAPH  
ROAD NEAR THE INDUSTRIAL CANAL CAN FLOOD. FLOODING ALONG DAUPHIN  
ISLAND PARKWAY ON THE NORTH SIDE OF THE DOG RIVER BRIDGE BECOMES  
MORE EXTENSIVE WITH THE ROADWAY OFTEN BECOMING IMPASSABLE.FORT  
MORGAN ROAD BETWEEN MILE MARKERS 4 AND 6 BECOME FLOODED.  
 
* FLOODING RAIN:  
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE  
EXTENSIVE IMPACTS ACROSS SOUTHEASTERN MISSISSIPPI. POTENTIAL IMPACTS  
INCLUDE:  
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.  
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN  
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY  
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY  
BECOME STRESSED.  
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE  
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED  
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.  
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH  
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.  
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.  
 
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE  
SIGNIFICANT IMPACTS ACROSS SOUTHWESTERN AND SOUTH CENTRAL ALABAMA AND  
THE NORTHWESTERN FLORIDA PANHANDLE.  
 
* WIND:  
PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS  
SOUTHEASTERN MISSISSIPPI AND COASTAL ALABAMA. POTENTIAL IMPACTS IN  
THIS AREA INCLUDE:  
- DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED  
MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.  
- MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR  
UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE  
SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.  
- A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN  
OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON  
BRIDGES AND OTHER ELEVATED ROADWAYS.  
- SCATTERED POWER AND COMMUNICATIONS OUTAGES.

FLORIDA...SOUTH CENTRAL ALABAMA. GUSTY WINDS WILL BE POSSIBLE WITH
