INDICATE THAT THE PROBABILITY OF A FAST MOVING FIRE IS LOW.  
OUTDOOR BURNING UNDER THESE CONDITIONS CAN USUALLY BE PERFORMED  
WITH REASONABLE SAFETY PRECAUTIONS, BUT SHOULD BE MONITORED.
