SITUATION OVERVIEW
------------------

TROPICAL STORM HONE, LOCATED ABOUT 260 MILES SOUTHEAST OF HILO AT
4 AM HST THIS MORNING, IS EXPECTED TO GRADUALLY STRENGTHEN AND MOVE
TOWARD THE WEST OVER THE WEEKEND. THE LATEST FORECAST TRACK
BRINGS THE CENTER OF HONE SOUTH OF, OR POSSIBLY NEAR, BIG ISLAND
TONIGHT INTO SUNDAY MORNING.

PERSISTENT RAIN BANDS ON THE NORTH SIDE OF HONE MAY BRING EXCESSIVE
RAINFALL AND POTENTIAL FLASH FLOODING TO PORTIONS OF BIG ISLAND
BEGINNING THIS AFTERNOON AND CONTINUING THROUGH SUNDAY. THE HAMAKUA,
HILO, AND KAU DISTRICTS ON BIG ISLAND HAVE THE HIGHEST RISK FOR FLASH
FLOODING. STORM TOTAL RAINFALL ESTIMATES FOR THE BIG ISLAND WILL RANGE
FROM 5 TO 10 INCHES WITH LOCALLY HIGHER AMOUNTS POSSIBLE. A FEW
LINGERING THUNDERSHOWERS OR HEAVY SHOWERS MAY PERSIST OVER PORTIONS
OF BIG ISLAND THROUGH MONDAY, ESPECIALLY OVER LEEWARD AND UPSLOPE
AREAS. SEE THE LATEST FLOOD WATCH FOR MORE DETAILS.

WINDS ASSOCIATED WITH HONE WILL INCREASE OVER BIG ISLAND TODAY AND
MAY BECOME LOCALLY DAMAGING BY NIGHTFALL. TROPICAL STORM CONDITIONS,
WITH SUSTAINED WINDS OVER 39 MPH, ARE EXPECTED INTO SUNDAY, ESPECIALLY
FOR AREAS DOWNSLOPE FROM HIGHER TERRAIN, OVER HEADLANDS, AND THROUGH
PASSES. THIS INCLUDES AREAS LIKE THE HUMUULA SADDLE, THE WAIMEA SADDLE,
LEEWARD KOHALA, AND SOUTH POINT. SEE THE LATEST TROPICAL STORM WARNING
FOR MORE DETAILS.

SHORT PERIOD SWELL ASSOCIATED WITH HONE WILL CONTINUE BUILDING AND WILL
BRING HIGH SURF AND STRONG RIP CURRENTS TO EAST AND SOUTHEAST FACING
SHORES OF BIG ISLAND, BEGINNING THIS MORNING AND PERSISTING THROUGH
SUNDAY. A HIGH SURF ADVISORY IS CURRENTLY IN EFFECT FOR THESE SHORES.

PREPARATIONS FOR TROPICAL STORM HONE SHOULD BE COMPLETED BY THIS
MORNING.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE
SIGNIFICANT IMPACTS ACROSS PORTIONS OF THE BIG ISLAND. POTENTIAL
IMPACTS INCLUDE:
- MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS AND
RESCUES.
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS, AND
DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.

PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS PORTIONS OF MAUI.

* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS BIG ISLAND AND MAUI COUNTY. POTENTIAL IMPACTS INCLUDE:
- DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
- MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
BRIDGES AND OTHER ELEVATED ROADWAYS.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES.

* OTHER COASTAL HAZARDS:
EAST SWELLS ASSOCIATED WITH HONE ARE EXPECTED TO BRING HIGH SURF AND
STRONG RIP CURRENTS TO EAST AND SOUTHEAST-FACING SHORES OF BIG ISLAND,
STARTING LATER TODAY AND PERSISTING THROUGH SUNDAY. A HIGH SURF
ADVISORY IS IN EFFECT FOR EAST AND SOUTHEAST-FACING SHORES OF BIG
ISLAND THROUGH TONIGHT.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
FOLLOW THE ADVICE OF LOCAL OFFICIALS.

* OTHER PREPAREDNESS INFORMATION:
NOW IS THE TIME TO CHECK YOUR EMERGENCY PLAN AND EMERGENCY SUPPLIES
KIT AND TAKE NECESSARY ACTIONS TO PROTECT YOUR FAMILY AND SECURE YOUR
HOME OR BUSINESS.

WHEN MAKING SAFETY AND PREPAREDNESS DECISIONS, DO NOT FOCUS ON THE
EXACT FORECAST TRACK SINCE HAZARDS SUCH AS FLOODING RAIN, DAMAGING
WIND GUSTS, STORM SURGE, AND TORNADOES EXTEND WELL AWAY FROM THE
CENTER OF THE STORM.

IF YOU LIVE IN A PLACE PARTICULARLY VULNERABLE TO FLOODING, SUCH AS A
LOW-LYING OR POOR DRAINAGE AREA, PLAN TO MOVE TO SAFE SHELTER ON
HIGHER GROUND.

WHEN SECURING YOUR PROPERTY, OUTSIDE PREPARATIONS SHOULD BE CONCLUDED
AS SOON AS POSSIBLE BEFORE CONDITIONS DETERIORATE. THE ONSET OF
STRONG GUSTY WINDS OR FLOODING CAN CAUSE CERTAIN PREPAREDNESS
ACTIVITIES TO BECOME UNSAFE.

MONITOR WEATHER.GOV, NOAA WEATHER RADIO AND LOCAL NEWS OUTLETS FOR
OFFICIAL STORM INFORMATION. LISTEN FOR POSSIBLE CHANGES TO THE
FORECAST.
