RESTRICTED TO EARLY MORNING OR EVENING HOURS WHEN WIND SPEEDS  
ARE USUALLY LOWER AND THE RELATIVE HUMIDITY IS HIGHER.

WILL REACH THE MODERATE CATEGORY.
