HEAVIEST FOG. MOTORISTS SHOULD EXPECT RAPIDLY CHANGING  
VISIBILITIES. SLOW DOWN AND USE YOUR LOW BEAM HEADLIGHTS IF DENSE  
FOG IS ENCOUNTERED. ROADS MAY ALSO BE SLICK AS THE FOG FREEZES TO
