CHILLS ACROSS PORTIONS OF THE MID AND LOWER RIO GRANDE VALLEY  
THIS MORNING. TEMPERATURES WILL BEGIN TO RISE MID MORNING AND THE  
WIND CHILL ADVISORY WILL BE ALLOWED TO EXPIRE AS EXPECTED.
